UNITED STATES, AUG 5 – The Government Accountability Office found the Trump administration unlawfully withheld $8 billion, violating the Impoundment Control Act by canceling over 1,800 NIH grants, disrupting biomedical research.
- In a report issued Tuesday, the Government Accountability Office found that the Trump administration violated the Impoundment Control Act by canceling over 1,800 NIH grants.
- Shortly after taking office, the Trump administration paused HHS grant notices, shutting NIH operations for over two months following executive orders on diversity and gender ideology funding.
- The GAO found NIH obligated roughly $8 billion less from its fiscal 2025 budget between February and July, with fewer new awards awarded without justification.
- Following a lawsuit, grants were restored after attorneys said more than 50 of roughly 300 NIH grants remain unreinstated, and the Trump administration has appealed.
- With GAO findings nonbinding, Congress expects a showdown next month as it may challenge the Trump administration’s use of NIH’s $48 billion biomedical research budget.
