France Releases Details for a Mega 11-Project 10 GW Offshore Wind Tender
The tender adds scoring for European-made turbines and targets a weighted average price of €100 per MWh, officials said.
- On Friday, the Energy Ministry launched a long-awaited tender for 10 gigawatts of offshore wind projects, split equally between five gigawatts of fixed-bottom and five gigawatts of floating wind farms.
- Targeting 15 GW by 2035 and 45 GW by 2050, this expansion is a pillar of France's climate strategy designed to ensure energy availability at a controlled cost and achieve carbon neutrality.
- The tender aims for a weighted average price of €100 per MWh, with scoring incentivizing European manufacturers while minimizing components sourced from China; companies have four months to submit proposals to The Energy Regulatory Commission.
- Contracts are expected in February 2027 after The Energy Regulatory Commission analyzes bids by early 2027, allowing French President Emmanuel Macron to finalize Energy Planning Law goals before the next election.
- Observers note the €100 price target exceeds the €66 awarded to TotalEnergies in previous fixed-bottom tenders, while projects will boost European capacity, which WindEurope reported was just under 40 GW at end of 2025.
