The letter that five congressmen sent to a federal prosecutor in Little Rock last week was serious: It urged an investigation of Kenyon Lowe Sr. and other former Little Rock housing authority leaders, citing evidence of multiple instances of claimed self-dealing and the theft of taxpayer dollars. But Lowe's response to the letter was defiant.
