Government Announces Who Gets Prioritised in Event of Major Fuel Crisis
The plan gives critical services and food suppliers uncapped access, while the public faces pump limits and businesses must file fuel-reduction plans.
On Monday, the government announced that severe fuel rationing will only occur in Phase 4 of its National Fuel Plan, defined as a "major and ongoing fuel supply disruption."
Finance Minister Nicola Willis shifted the priority system from Phase 3 to Phase 4 following consultation, saying the earlier approach was "too complex and needed simplifying."
Prime Minister Christopher Luxon called the Phase 4 response a "high trust regime," while the government secured about 90 million liters of diesel at Marsden Point by June through Z Energy."
Under the revised plan, critical users including emergency services receive priority and uncapped access, while food and freight operators must implement fuel-saving plans and the general public faces transaction limits.
Ministers emphasized that reaching Phase 4 is "highly unlikely" based on current projections, though the plan provides a flexible framework to guide New Zealand through potential global fuel market volatility.
