A group of condominiums in the Willoughby Spit area of Norfolk were damaged Monday night by a fire, according to Norfolk Fire-Rescue. Just after 10 p.m., Norfolk Fire-Rescue was called to 521 West Ocean View Ave. after a report of a fire.
