FEMA will continue reducing Cadre of On-Call Response/Recovery staff after pausing during a major winter storm, with workforce down nearly 10% since early 2025, officials said.
- A FEMA employee, who asked not to be named, said this week the agency will resume ending CORE contracts paused during January's storm, with nonrenewals set to restart this week.
- A draft FEMA Review Council report recommended cutting the agency's workforce in half, and the GAO found FEMA lost nearly 10% of its workforce in recent months.
- There are over 10,000 CORE workers who serve on two- and four-year contracts paid from FEMA's Disaster Relief Fund, with many serving as supervisors, two FEMA managers said.
- The dismissals have wiped out entire teams and reduced backup capacity, causing burnout and ongoing uncertainty among FEMA managers and staff.
- Last week, a coalition led by the American Federation of Government Employees filed a legal complaint while officials say it is unclear who at DHS or FEMA ordered the cuts.
