Felix Fulgencio Palavicini Loria was born on March 31, 1881, in Teapa Tabasco, was the son of Juan Vicente Palavicini and Beatriz Loria. He studied at the “Juárez” Institute and graduated as a surveyor engineer in November 1901. He was sent by the Government to Europe in 1906 where he studied at the “Conservatoire d’Arts et Metiers” in Paris.
