Feds offer $1M reward for Haitian gang leader Johnson ‘Izo’ Andre

- According to the United Nations Security Council, Andre used maritime routes to support his gang's northern cells and the Canaan gang, conducting kidnappings in Delmas, Bon Repos and Lilavois while hijacking trucks and stealing goods.
