WALLA WALLA – Jingbing Xue, 45, of Federal Way, pleaded guilty to attempted first-degree theft and attempting to elude police in Walla Walla County Superior Court on Monday. He was arrested on Sept. 10 after an investigation into a fraud scheme that was reported by a local resident.
