Anti-Abortion Groups Worry Hyde Amendment’s 50-Year Run Could End with New Congressional Majority
Anti-abortion advocates fear a pro-abortion majority could revive repeal efforts as 21 states already let Medicaid cover abortions, KFF said.

- Dr. Diane Horvath of Partners in Abortion Care reported the clinic loses at least $4,000 per patient and suffered a $1.2 million loss after accepting state Medicaid patients for a year and a half. Low reimbursement rates for later-pregnancy care drove the financial strain.
- A 2016 Politico poll found 58% of likely voters opposed using Medicaid to fund abortions, while a 2015 poll found 62% supported such coverage. Public opinion remains deeply divided on the issue.
- Legislation to repeal the Hyde Amendment would likely need 60 votes to pass in the Senate, a tall order given filibuster rules in a highly polarized environment. Abortion opponents claim the amendment has prevented 2.7 million abortions.
