No ruling from surprised federal judge on Cleveland consent decree

U.S. District Judge Solomon Oilver said he hadn’t expected Cleveland and the U.S. Justice Department to move to end the police consent decree that he has overseen for more than a decade.  Oliver, who was not ready to rule on the request at a court hearing Friday, quoted the catchphrase of Andy Griffith Show character Gomer Pyle.  “Surprise, surprise, surprise,” he said, stirring laughter in the court.
