Fed Finalizes Stress-Test Changes

  • Banks will now be tested against two global market shock components annually, with results measured using the shock that creates the larger loss. The stress capital buffer will reflect the average of the last two annual tests.
  • The American Bankers Association and Bank Policy Institute hailed the reproposal, stating that transparency and public input have produced a better framework improving accuracy and capital planning at covered banks.
  • Warning that disclosure and public comment processes could reduce the dynamism and conservatism of the stress test, Barr argued the changes may undermine long-term financial stability. The second rule takes effect in 2028.
