Bulgaria and Romania have been somewhat late in modernizing their combat aircraft, which until recently relied solely on old Soviet fighters. The two countries have chosen different strategies, with Romania moving significantly faster. Bulgaria has purchased new F-16 Block 70 fighters, of which only one has been delivered so far, while Romania has preferred to invest in much cheaper second-hand F-16 fighters.
