Expert's Report Criticizes CRA over Audit of Muslim Charity, Calls for Improvements

On Wednesday, University of Manitoba professor Michelle Gallant released a report finding the Canada Revenue Agency's approach to auditing the Muslim Association of Canada 'proved seriously deficient.'
MAC had long argued the agency's audit was tainted by systemic bias and Islamophobia, prompting the organization to ask Gallant to conduct an independent review.
Gallant wrote that the agency's reliance on 'associational' links risks 'over-inclusion' and 'guilt by association,' failing to accurately discern between suspicious activity and authentic community engagement.
Sharaf Sharafeldin, MAC's president for strategy, said the review 'brings meaningful closure' to the community, while agency spokesperson Nina Ioussoupova declined to discuss the report's recommendations.
The report calls on the agency to improve its cultural and religious familiarity, better publicize audit processes, and consider releasing lists of groups and individuals with whom charities should avoid engaging.
