CCP Intelligence Official Buys Building Steps From White House

National security experts urged a federal probe after the foundation bought the 100-year-old property, citing Qiu’s ties to Chinese security and influence bodies.

  • On July 21, 2026, the Philip Qiu and Family Foundation purchased the 100-year-old Securities Building on 15th Street for $8.4 million, located approximately 650 feet northeast of the White House grounds, deed filings show.
  • Qiu has held multiple positions within Chinese Communist Party intelligence and state security arms, including work as a Shanghai Public Security Bureau detective and as chairman of the Shanghai Overseas Chinese Foundation since May 2021.
  • Michael Lucci, CEO of State Armor, told the DCNF the proximity poses urgent risks, calling the situation "screamingly obvious." Former CIA operations officer Bryan Dean Wright warned the property could enable "a listening post or Stingray-like systems to collect phone calls, text messages, and digital exhaust."
  • Experts including Gordon Chang, author and China expert, are calling on federal authorities to investigate the acquisition and ban Chinese citizens from owning property near sensitive federal installations. No criminal conduct has been alleged, and no agency has opened a public review.
  • Qiu's influence extends beyond the Securities Building to the Chinese American Museum in Washington, D.C. , which has co-sponsored at least eight programs with Chinese government entities, four receiving support from CCP-controlled religious organizations, demonstrating broader patterns of influence activities.
