Most evacuation orders in Doña Ana County’s Hatch Valley were lifted Tuesday night after torrential storms passed, allowing residents of Hatch, Placitas, Salem and Garfield to return home. Rincon remained under evacuation orders as officials warned of debris, damaged roads and lingering floodwaters.
