Eurovision changes rules to prevent winners involved in 'armed conflict' from hosting

The European Broadcasting Union said a security assessment could shift hosting to another broadcaster if conflict or instability makes the winner unsafe to stage the contest.

  • The European Broadcasting Union updated Rules for the Eurovision Song Contest, allowing the organization to block a winning country from hosting if involved in "an armed conflict, a sensitive geopolitical situation" or other security risks.
  • Historically, the United Kingdom stepped in to host the 2023 Contest after Ukraine's 2022 victory amid the conflict with Russia, establishing precedent for identifying an alternative Host Broadcaster when safety is uncertain.
  • "Where deemed necessary, the EBU may commission an independent security assessment of the winner's region." Following this assessment, the organization will consult the Reference Group to determine if the winning Member can safely host the Contest.
  • Countries such as Israel or Ukraine could be blocked from hosting in 2028 if they were to win in Bulgaria in 2027, with the Host Broadcaster then organizing the event independently and assuming all associated liabilities.
  • Other Updates include increasing the minimum age of performers to 18 from 16. Martin Green, director of the Eurovision Song Contest, said the annual review ensures the Contest remains "fair, transparent, and consistent" for all Members.
