The European Union's High Representative for Foreign Affairs and Security Policy, Kaja Kallas, told Finnish public broadcaster Yle that she would answer the phone if Russian President Vladimir Putin or Foreign Minister Sergei Lavrov called her. However, Kallas does not believe it is right to start a dialogue with Russia on Moscow's terms at this time.
