Estonia Intends to Recognize AI Agents with Digital IDs

The framework would give AI systems personal identification codes and require limited, auditable permissions, officials said.

  • On Tuesday, June 16, 2026, Prime Minister Kristen Michal announced that Estonia is set to become the first country to assign digital legal identities to AI agents.
  • Officials discussed the framework during a meeting of the Eesti.ai Advisory Council, aiming to integrate AI into Estonia's digital infrastructure with personal identification codes for verification.
  • Academics and corporate technical folk have previously made related proposals; last month, researchers under the flag of OWASP proposed the Agent Name Service for agent discovery and interoperability.
  • Human agents face financial and criminal penalties, but software agents currently do not. Michal stated, "To that end, it must be clear who is acting on whose behalf with what rights, and who is ultimately responsible."
  • Although Estonia is a small country, Michal described the emerging field of AI regulation as a significant opportunity to exert global influence and help shape international standards for AI governance.
