DWP Benefit Claimants ‘at Risk of Debt and Poverty' After 'Unacceptable' Delays

The Department for Work and Pensions halted planned Personal Independence Payment eligibility changes due to service delays and risks, with over one year wait times for some claimants, the Commons watchdog said.

  • Last year the government removed planned tightening of Personal Independence Payment eligibility from welfare legislation, and UK Government ministers confirmed no changes will happen until the review concludes.
  • DWP minister Sir Stephen Timms is leading a Timms Review expected by autumn, consulting disabled people through a steering group mainly composed of Disabled People's Organisations after last year’s debate.
  • Only 51 per cent of new PIP claims met the 75 working days target in 2024/25, and the Public Accounts Committee called the waits `unacceptable`; DWP said its pilot online application cut processing by 20 days.
  • MPs warned that delays can push claimants into debt and poverty, and MPs supporting constituents were told by the DWP that new claims could take more than 12 months.
  • With the online rollout delayed to 2029, the department is delivering reforms through a £647 million modernisation programme, but implementing plans over the next three years will be highly challenging.
