DWP responds to growing backlash over Motability scheme changes
The department says the scheme will stay open to eligible claimants and expects the reforms to save more than £1 billion by 2030/31.
The DWP defended reforms to the Motability Scheme, asserting that changes balance support for disabled people with "fairness to the taxpayer," expecting to save more than £1 billion by the 2030/31 financial year.
Starting July 1, 2026, new Motability leases will face Insurance Premium Tax, removal of VAT relief on Advance Payments, and a 10,000 miles annual allowance, though changes do not affect wheelchair accessible vehicles.
Thousands of drivers backed a petition by Dave Walton that has garnered more than 59,000 signatures, as campaigners warn new charges and mileage cuts could harm vulnerable people's independence.
The petition states: "Many disabled people earn considerably less than average and a cost increase could mean they struggle to get a car," raising concerns about disproportionate impact on daily users.
Open until July 15, 2026, the petition could trigger a Parliament debate if it reaches 100,000 signatures, while Motability plans to introduce an exceptions process for people needing longer journeys.
