DVSA to introduce new rule on June 9 for all UK learner drivers
Learners must now handle bookings themselves as the DVSA aims to curb reselling and reduce pressure on scarce test slots.
On Tuesday, May 12, 2026, the Driver and Vehicle Standards Agency implemented new rules requiring learner drivers to manage their own test bookings, ending the practice where instructors could handle appointments.
The DVSA introduced these measures to block automated 'bots' from monopolizing test slots for resale on a 'black market,' where some learners paid up to £500 for appointments that standardly cost £62.
Learners are currently limited to two booking changes, a reduction from six, while starting June 9, they may only relocate tests to the original centre or one of the three nearest locations.
Emma Bush, managing director of AA Driving School, said the changes mark "a shift towards overhauling the booking system," though she warned "there needs to be unrelenting focus from the DVSA on retaining and recruiting driving test examiners."
Average practical driving test wait times currently exceed 22 weeks, significantly higher than pre-Covid levels, as the DVSA targets bringing delays down to seven weeks by the end of 2027.
