The Central Electoral Commission (CEC) refused to register an initiative group seeking to hold a referendum on the need for a new training ground in Lithuania because it proposed an unclear formulation of the question.
As stated in the CEC report, the group of citizens proposing the referendum initiative, represented at the commission meeting by Zigmas Vaišvila, Nendrė Černiauskienė, Egidijus Čibirauskas and Gediminas Ustinavičius, presented arguments as to why, in their opinion, Lithuania should hold an advisory referendum on the question: "Is a new military training ground needed in the Republic of Lithuania?"
