Dear Mahatma: Before the oil embargoes, interstates in Arkansas had minimum speed limits. I think the limit was 75 mph and the minimum 60. I was a student at Arkansas Tech when the speed limit was changed to 55. That interfered with my drive between Sherwood and Russellville.
