Driver says he paid $1,100 to retrieve stolen car

When Reuben finally got his stolen car back, the relief didn’t last long. He says police found the vehicle in Concord, but getting it out of a storage lot cost him $1,100 — and that was before discovering serious damage to the steering column and ignition.
