An unlicensed motorist charged in the deaths of two of his passengers in a crash on the New Jersey Turnpike has rejected a plea offer that would have sent him to prison for 20 years.Cesar I. Martinez Andino, 20, of Hyattsville, Maryland, was driving more than 100 mph while using a cellphone when he nearly hit another vehicle before crashing on May 18 in Gloucester County, according to prosecutors.
