Saanich Police say a driver was handed two tickets for hitting a pair of pedestrians in broad daylight before fleeing the scene. The crash occurred around 10 a.m. on Sept. 18 as the driver, travelling in a dark-coloured Honda sedan, was exiting Shelbourne Plaza onto Pear Street.
