Dowman, 43, of Highland Park Drive, was arrested early in the morning of April 17th after his car struck and seriously injured a bicyclist on Oconee Street.The incident happened soon after midnight when the bicycle pulled out of Old Winterville Road and into the path of Dowman’s car on Oconee Street.
