BELMONT COUNTY, OH (WTRF) - Two horrendous cases of animal cruelty have been discovered in Bellaire. Officials are asking for your help in tracking down the perpetrators. Two dogs were allegedly brutally beaten and killed in the area of the docks in Bellaire. One was found in a bag thrown in the river.
