Does Law Telecom Guarantee the Privacy and Security of Biometric Data?

The surveillance measures proposed by the Law on Telecommunications and Broadcasting must be the exception, not the rule, and must necessarily be subject to criteria of proportionality, purpose and transparency, as well as respond specifically to court orders, while the registration of cellular phone users, in addition to being unconstitutional, does not guarantee to reduce crime.
