Did Canada retroactively expand citizenship by descent in 2025?

Bill C-3 removes citizenship limits, granting automatic status retroactively to those born abroad before Dec. 15, 2025, and setting new residency proof rules thereafter.

The change allows anyone who can prove their descent from a Canadian ancestor to be recognized as a citizen. Earlier rules limited automatic citizenship by descent to the first generation born outside Canada.
