Delhi: CM Rekha Gupta unveils winter pollution action plan

The plan adds vehicle-entry bans, doubled parking fees and construction controls, with exemptions for CNG, electric and emergency vehicles.

  • On Friday, Delhi Chief Minister Rekha Gupta announced the city government has notified the Proactive Winter Air Quality Management Framework to tackle seasonal pollution well before winter arrives, providing stakeholders time to prepare.
  • According to Gupta, the framework will operate alongside the Graded Response Action Plan from November 1 to February 28 annually, ensuring residents and industries have advance notice to comply with measures.
  • Starting November 1, authorities will ban non-BS VI commercial vehicles registered outside Delhi through January 31, while parking fees will double at authorized sites through February 28 to discourage traffic.
  • Construction sites must install anti-smog guns and mist-suppression systems, while vehicles require a valid Pollution Under Control Certificate to refuel; the government may also cap office attendance at up to 50 per cent.
  • Exemptions apply to CNG-powered vehicles, electric vehicles, and emergency services, though the government may impose additional construction restrictions between December 10 and January 20 if pollution levels worsen.
