- According to Gupta, the framework will operate alongside the Graded Response Action Plan from November 1 to February 28 annually, ensuring residents and industries have advance notice to comply with measures.
- Starting November 1, authorities will ban non-BS VI commercial vehicles registered outside Delhi through January 31, while parking fees will double at authorized sites through February 28 to discourage traffic.
- Construction sites must install anti-smog guns and mist-suppression systems, while vehicles require a valid Pollution Under Control Certificate to refuel; the government may also cap office attendance at up to 50 per cent.
- Exemptions apply to CNG-powered vehicles, electric vehicles, and emergency services, though the government may impose additional construction restrictions between December 10 and January 20 if pollution levels worsen.
