Upon his arrival at the summit, the Belgian Prime Minister, Bart De Wever, pointed out that the 5% target is "realist" and that it is the target set by NATO, which "is not foolish", to strengthen European defence, so he stressed that there are no possible escape clauses to the investment path agreed by the 32 allies.
