Councils Given Three Months to Submit Proposals for Most Radical Shake-up in Decades
Councils must submit merger plans or face imposed reform, with officials weighing proposals against practicality, value for money and representation.
- On Tuesday, RMA Reform Minister Chris Bishop and Local Government Minister Simon Watts gave councils an ultimatum: submit voluntary amalgamation proposals within three months or face government-led reform. "Our message to councils is simple: lead your own reform, or we will do it for you," Bishop said.
- New Zealand operates 78 councils across a population of around 5 million people, a structure Bishop described as costly and difficult to navigate. "We have got 78 councils across a country of around 5 million people, and our view is too often that leads to duplication, dysfunction and decisions that don't make sense," he said.
- Southland mayor Rob Scott has already proposed creating two unitary authorities, arguing that decentralization with community boards was "the right way to go." However, others raised concerns that representation hurdles posed "one of the biggest hurdles to the whole thing."
- If councils fail to use the 'Head Start' pathway, the Government will implement a backstop process ensuring standardized reform occurs across New Zealand. This guarantees change before the 2028 local elections regardless of local initiative.
- Officials will evaluate council proposals next year, with Cabinet making final decisions in 2027 to ensure reforms are implemented ahead of the 2028 local elections. This timeline compresses a major restructuring into a two-year cycle.
