Mayor Femke Halsema acted unlawfully in 2020 by transporting Extinction Rebellion protesters by bus to an unknown location, the Council of State has now ruled. According to the highest administrative court, the mayor was permitted to end the demonstration and issue an emergency order, but she lacked the authority to transport the protesters elsewhere without proper legal basis.
Mayor Halsema was not permitted to administratively relocate the Extinction Rebellion protesters in September 2020 in the manner in which she did. Like the court, the Council of State ruled that the protesters were deprived of their liberty. Legal proceedings concerning this decision have been ongoing for years.
