Council members review vehicle noise ordinance, raise concerns over officer discretion

CHEYENNE — Members of the Cheyenne City Council’s Public Services Committee discussed certain aspects of the proposed ordinance governing vehicle mufflers, excessive smoke and unreasonable noise that some said may need to be rewritten or rejected entirely.
