Puerto Rico's economy entered a recession in 2006 due to the loss of the federal incentive that sustained a growth model based on exports of chemical, pharmaceutical, and electronic products. That incentive was Section 936 of the Internal Revenue Code, which, while in effect, boosted U.S. and global capital investment, resulting in increased productivity and competitiveness, wage growth, and increased export value.
