Construction Management Enterprises Earns DBE Recertification Under New Federal Standard Requiring Individualized Proof of Disadvantage
The company met a higher federal evidentiary standard after the October 2025 rule change and is now recognized statewide for transportation projects.
On Wednesday, Elk Grove-based Construction Management Enterprises announced its Disadvantaged Business Enterprise recertification, approved by the California Department of Transportation on May 11, 2026.
This recertification follows a federal regulatory shift under 49 CFR Part 26, which eliminated race and gender-based presumptions, requiring firms to provide individualized evidence of economic and social disadvantage.
The company's flagship Construction Management Information System platform currently supports more than 850 active public works projects representing over $6 billion in active construction value across California.
Prime contractors and consulting firms utilizing Construction Management Enterprises' services can now count project participation toward Disadvantaged Business Enterprise subcontracting goals on federally funded Transportation projects.
A company spokesperson noted this achievement was earned through documented individualized evidence under "the strictest DBE compliance standard in a generation," supporting agencies navigating evolving federal-aid requirements.
