Rwanda-DR Congo Peace Deal Is 'Historic', Trump's Africa Envoy Boulos Says
- The peace agreement signed on 27 June 2025 between the Democratic Republic of Congo and Rwanda fails to address justice for victims of serious crimes, according to Amnesty International.
- Since the agreement, conflicts have continued in North and South Kivu provinces, leading to civilian deaths, according to credible reports received by Amnesty International.
- M23 continues to abduct young men and has been documented committing war crimes, while human rights abuses by the Wazalendo have also been reported by the UN and other organizations.
- The deal missed an opportunity to address impunity for crimes in eastern DRC, said Agnès Callamard, Secretary General of Amnesty International.

In an interview with FRANCE 24, US Senior Adviser for Africa Massad Boulos described the June 27 Rwanda-DR Congo peace deal as "a historic agreement", emphasising that "there was never a comprehensive agreement like this particular one". He noted that the accord aims to end a conflict that has lasted for "more than three decades", killing over 6 million people and displacing 8 million others.
In the agreement signed between the DRC and Rwanda on 27 June in Washington, a plan to neutralize the Hutu FDLR rebels was outlined by Kinshasa and Kigali, without meeting the expectations of the victims of the conflict. The agreement also ignores the AFC/M23 group, whose discussions are continuing in Doha, Qatar.
