21 million leisure journeys are forecast between Thursday and Easter Monday. The M4 in south Wales and the M25 just north of Heathrow have been identified as likely congestion hotspots. It says only one in eight motorists is considering not driving as much this bank holiday weekend because of rising fuel prices.
