Groups that Support LGBTQ+ Individuals Brace for Funding Cuts that Could Affect HIV Care, Prevention
CHICAGO AREA, ILLINOIS, JUL 24 – Proposed 2026 federal budget cuts could reduce HIV care and prevention funding by up to 40%, threatening essential services for Chicago-area LGBTQ+ communities, officials said.
- On July 24, 2025, Chicago-area LGBTQ+ support groups warned of funding cuts to HIV services, with the 2026 budget proposal eliminating key federal programs like the Ryan White HIV/AIDS program and the Midwest AIDS Training and Education Center.
- Amid the proposed cuts, the Ryan White HIV/AIDS program would lose funding, with the 2026 budget eliminating all AIDS education and training centers, and AIDS Foundation Chicago receives over 80% of its funding from federal sources.
- The Midwest AIDS Training and Education Center will lose all federal funding under the proposal, Shanett Jones, Illinois program director, estimates the center trains more than 4,000 providers annually; in 2024, it served more than 8,000 people in the Chicago area.
- With high dependency on Ryan White funding, community programs face significant risk, as nearly 14,000 Chicagoans relied on these funds in 2024, and 70% of CDPH-funded participants are Black, Latino or Hispanic.
- Looking ahead, a 50% cut in prevention funding could spark 75,000 new U.S. infections, including over 5,500 cases in Illinois, according to AmfAR, the Foundation for AIDS Research.
