Committee Calls for Bill to Address AI Threat to Human Rights

The committee says fragmented rules leave gaps as AI creates sexualised images, spreads bias and misinformation, and needs a statutory oversight body.

  • On Monday, the Joint Committee on Human Rights published a report calling for a new AI bill to "address the scale and seriousness" of human rights threats posed by artificial intelligence.
  • Existing legal frameworks are "fragmented and difficult to navigate," the committee argued, "leaving gaps in protection." This lack of oversight allows AI to cause human rights abuses, necessitating new statutory safeguards.
  • Advocating for a "single, independent AI oversight body... on a statutory basis," the report cites unauthorized facial scanning and creation of sexualized images of women and girls as documented abuses.
  • Jacob Coxon, an AI researcher who quit Anthropic, told the BBC that staff were "genuinely frightened" for humanity, contrasting with Anthropic's claim of building "models with some of the strongest safeguards in the industry."
  • While a government spokesperson said AI is "advancing at an extraordinary pace," the 12-member committee, including Labour and Conservative MPs, continues pressing for a "precautionary approach" to regulation.
