Cluster bomb casualties near record, driven by war in Ukraine
Civilians made up 87% of casualties, and children accounted for about two-fifths, as the coalition said the toll was among the highest on record.
- On Tuesday, the Cluster Munition Coalition released the Cluster Munition Monitor, reporting that cluster munitions killed or wounded at least 1,063 people in 2025, with civilians accounting for 87 percent of casualties.
- Ahead of the Third Review Conference in Vientiane, Laos, beginning September 14, the 124 member countries of The Convention face pressure to address rising global use of these indiscriminate weapons.
- While state parties adhere to the ban, eighteen countries outside the treaty continue producing cluster munitions, and non-parties including Russia, Ukraine, Iran, Myanmar, and Thailand used them during the reporting period.
- Fahad Ahmed, Legal Adviser at The Red Cross, said, "We need a larger group of states and most big military powers to join this convention," while Human Rights Watch director Tamar Gabelnick warned that continued transfers threaten treaty gains.
- The Third Review Conference will address closing funding gaps for clearance programs, which received approximately US$116 million in 2025, alongside efforts to expand treaty membership and assist affected communities.
