Claim: Federal agents in plain clothes aimed guns, handcuffed humanitarian-aid volunteers
ARIZONA, JUL 14 – Volunteers seek $543,750 each for alleged assault and false arrest by plainclothes Homeland Security Investigations agents on a public border road during humanitarian aid delivery.
- On March 12, 2025, Homeland Security Investigations agents dressed in plain clothes aimed assault-style rifles at two Tucson, Arizona humanitarian volunteers, then handcuffed and detained them, the claim says.
- After receiving a report of vigilantes vandalizing a humanitarian water station, the Samaritans believed the armed men were militant vigilantes harassing migrants and humanitarian workers, the claim said.
- According to the claim, agents operated in plainclothes and unmarked vehicles, blocking the volunteers’ truck by parking an SUV across the road and using tactics volunteers say appeared aimed at threatening them with lethal force.
- On July 11, the volunteers filed tort claims against ICE, alleging multiple violations, and their attorney said a lawsuit will follow if they don’t settle.
- Under Arizona law, HSI agents aren’t classified as peace officers, and ICE spokesperson Scott Peard said it’s still unclear why they were operating on a road usually patrolled by Border Patrol.
