City cleans up encampment under bridge after province's contractor backs off

City staff recently cleaned up an encampment underneath the south side of the Westmoreland Street Bridge after the province, which is responsible for the area, attempted to have a contractor do so but they left because people were present, according to Mayor Steve Hicks.
