China's Russian oil imports are set to climb for a third straight month to a new record high in February as independent refiners snapped up deeply discounted cargoes after India slashed purchases, according to traders and ship-tracking data.
In January 2026, China increased imports of Russian oil transported by the so-called “shadow fleet” of the Russian Federation, while India significantly reduced its purchases.
In the fall, India was the largest importer of Russian oil by sea, but it limited imports after further sanctions on Russia and especially pressure from the US.
China has become the main customer for Russian oil transported on the sea, imports reaching a record level in February.
