CHEYENNE, Wyo. — A year after a Nebraska man died from a drug overdose in Cheyenne, a local woman has been arrested and charged with felony drug delivery in connection with his death.  Wendy Kay Lackey, 52, was taken into custody Aug. 12, accused of providing the methamphetamine and crack cocaine that killed Bradley Barter, born in 1975.
