CAVALIER COUNTY — A Wales, North Dakota, man has been accused of murder and is being held on a $2 million cash bond. Russell Andrew Hiltner, 33, faces up to life in prison without the possibility of parole if convicted of Class AA felony murder. Hiltner is also charged with Class B felony property theft and Class B felony terrorizing. These offenses carry maximum 10-year sentences.
