Care Home Boss Tried to 'Fabricate Safety Checks' After Wheelchair Users Drowned
Janice Sowden admitted failing to assess the trip’s risks, and the court said six wheelchair users were taken on the outing.
On Tuesday, Exeter Magistrates Court ordered care home manager Janice Sowden to pay £4,090 after two wheelchair users drowned when their boat capsized at Roadford Lake in June 2022.
Sowden failed to conduct any risk assessment before taking six residents from Burdon Grange Care Home on the outing, resulting in the capsizing that killed Alexander Wood and Alison Tilsley.
Judge Stuart Smith described Sowden as "blase" about risk regarding the "extremely vulnerable" residents, while prosecutor James Marsland said victims were "drowned by the weight of their wheelchairs."
The court heard that Sowden attempted to "deceive" investigators following the incident by fabricating a fake health and safety checklist for the boat trip.
While Sowden, of Beaworthy, was previously described as "caring," the court heard "cultural complacency" had developed at the home, leading to the serious negligence that caused the tragedy.
