A bid for Victorians to “have a say” on legalising cannabis use has been resoundingly defeated in the state’s Legislative Council. Legalise Cannabis MP Rachel Payne led a parliamentary debate on 12 August for a plebiscite – which is a direct public vote – on the matter.
